The European Extractive Waste Directive (European Parliament and Council Extractive Waste Directive, 2006) requires operators to prevent and to reduce waste production and to explore further uses of residues before these can be declared waste and be deposited. Waste piles and tailings impoundments may become low-grade and very low-grade mineral resources.
